O Laboratório Oficina Redes & Espaço (LabORE) surgiu a partir de uma reorientação gradual do anterior grupo ORTES - fundado em 1991 - na medida em que questões como as novas tecnologias de informação e comunicação, as redes mundiais de computadores, a reestruturação econômica, social e política e suas conseqüências para o espaço urbano se tornaram cada vez mais centrais para o trabalho do grupo.
Após o envolvimento com as Novas Tecnologias de Informação e Comunicação na segunda parte da década de 1990, iniciou-se, a partir de 2002, uma nova fase do trabalho voltado à ocupação de áreas perimetropolitanas do Rio de Janeiro por casas de segunda residência. O objetivo é avaliar a potencialidade dessa ocupação se tornar um novo padrão de urbanização a partir de uma possível incorporação das tecnologias telemáticas como suporte de uma nova mobilidade de determinados segmentos sociais.
No decorrer das investigações até 2007, houve uma série de reformulações da problemática e dos objetivos da pesquisa que conta com financiamento do CNPq e da FAPERJ. Em 2007 ganhou recursos do então Edital Universal do CNPq. Em 2008, o projeto está voltado para questões mais genéricas de expansão das metrópoles para além de suas fronteiras regionais (suas tradicionais periferias). A área perimetropolitana pode tornar-se, neste processo, intermediadora tanto entre metrópole e a região (interior), como entre áreas urbanas e áreas rurais (peri-urbano).
